Senators Anderson, Chance, Locke and Noble,
and also by Representatives McCormick, Hinman,
McNeill and Quinlan. When this matter came up
before the Interim committee I informed the
Committee that I could not express any posi-
tion of this Board concerning the legislation
since the Board had never had an opportunity
to consider it. It seems like a very good
idea. However, financing would be critical.
The first step, of course, is to get the bill
authorized. The bill itself would not pro-
vide any money. Thereafter it would be bp to
the legislature to fund the activities from
the general fund."

1

MR. STAPLETON:

"Senator Locke is still on the Joint
Budget Committee and I think the fact that
he is one of the sponsors is reasonably
significant, isn't it?"

MR. SPARKS:

"It seems to me it is."

MR. CORNELIUS:

"Mr. Chairman."

MR. STAPLETON:

"Quincy. "

MR. CORNELIUS:

"The States of utah and New Mexico, the
state legislatures, have authorized their
water policy making body similar powers.
They do have a revolving fund in each of
these states to assist in the construction
of water conservation and reclamation proj-
ects.

I think this is a good thing. There are
government programs that would be more access-
ible to the people of the state if the state
could put up a small portion of the cost of
these projects. I'm in favor of this bill."

.MR. STAPLETON: "Any other comments?" 1
MR. VANDEMOER: lIMr. Chairman. "
MR. STAPLETON: lIMr. Vandemoer. "
