SJ:lARKS I <br /> <br />i1DUrihg the past year after the iegislature <br />adjourned, the Interim Water Committee held <br />numerous hearings both here in Denver and around <br />the state in an attempt to pinpoint some of the <br />problems, if any, with the existing legislation. <br />As a result of these hearings, a number of bills <br />have been proposed. Some of them are new and <br />some of them are amendments to the existing law. <br /> <br />The first meeting of the committee during <br />this session of the legislature was held yester- <br />day. It was a joint meeting of the Senate and <br />House Committees. A further meeting will be <br />held tomorrow. It is my understanding that <br />these committees expect to meet at least twice <br />each week or mOre throughout the course of the <br />General Assembly to determine whether or not <br />they can resolve any of the problems. I at- <br />tended the meeting yesterday and stated that <br />the Water Board was not an advocate of any <br />legislation, but that we would be of assitance <br />and would furnish advice concerning any bills. <br /> <br />There is only one bill that this Board <br />must make some decision on. Senate Bill No. <br />2l has been introduced. Sometime ago I sent <br />to the Board members a copy of this bill <br />although it was not then, of course, Senate <br />Bill No. 21. It is a bill which would provide <br />that this Board could actively engage in con-. <br />struction of projects or at least assist in the <br />construction of projects and to assist in the <br />financing. The bill provides for an amount not <br />to exceed $10 million as a revolving fund from <br />which the Board would have authority to assist <br />in the construction of projects and also to <br />require repayment. The bill does not specify <br />any percentages or give any definitive guide- <br />lines concerning state participation. <br /> <br />The question is whether or not this Board <br />feels this is necessary legislation which we <br />should endorse and pursue. <br /> <br />Senate Bill No. 21 was introduced by <br />
