MR. DIEFFENDERFER: "If I may speak for the City of Boulder
only, and Mr. Madonna is here who can probably
speak for the County of Boulder, but the City
of Boulder has adopted a flood plain regula-
tion and they have adopted the master plans
that are before you for the development of
these strearr.s. We have already done some of 1
the initial works. We ~ave not brought all of
the streams up to the level that the master
plan calls for.,

We are talking about a $l7~ million pro-
gram for the City of Boulder and we are in the
process of presenting financing methods to our
city Council. But they have adopted flood
plain regulations and the County, I believe,
if I can speak for Mr. Madonna for a moment,
have adopted a very similar flood plain regu-
lation. They have already acted on Left Hand
Creek, I believe, and are in the process of
holding hearings on Left Hand Creek. On
Boulder Creek they are in the process of
starting hearings on that.

We propose, once we have your approval on
this, on February 4th to take these same flood
plains to our city Council Planning Board and
city Council for approval and designation under
the ordinance that has already been passed by
them and proceed from there into the program.
So I think we are moving ahead and we propose
to institute in the interim the flood plain
insurance program that is presently available
through the Department of Housing and Urban
Development."
