Just supposing that this bill was
passed in its present form, do we have the
staff and the money to make some investigations
so that we can at least get under way a little
bit?"

"Yes."

"That money you were talking about for
a county by county inventory and so forth."

"This would not be a question actually of
our doing the work as far as construction or
anything like that is concerned. What we
would do would be to work with local groups,
hire consulting engineers to draw up the plans
and specifications. We would then determine
whether or not the project was economically
feasible. We could do that with the staff
that we have at the present time."

"All right, Quincy, then can I have a
motion that this Board go on record as being
in favor of S. B. 2l?"

"Mr. Chairman, I will so move."

"Is there a second to that motion?"

"I'll second it."

"It has been regularly moved and seconded."

"I have one more question before we vote.
Does the staff think that this bill as written
properly covers the area and authorizes the
Board to go ahead?"

"Yes, it covers the area although probably
a little too broadly. We would prefer more
definitive direction. We would have to draw up
a set of criteria, adopt it, and then go back
