The legislature did <br />appropriate $IOO,OOO last year to assist <br />financially distressed areas such as Redcliff. <br />Along the Eagle River and others, some sewage <br />systems consist of a pipeline running from the I <br />house to the river. Such a system is efficient, <br />but unhealthy for downstream USers. Many of <br />these problems are now being COrrected. I <br />believe such problems are of direct concern <br />and a direct responsibility of this Board in <br />connection with the use of the waters of this <br />state. " <br /> <br />"I think everybody is sympathetic with the <br />program. Most of us have known Grand, Lake for <br />a good number of years. What other areas are <br />there in Colorado? Is this an isolated area? <br />It seems to me that if you are going to the <br />legislature you ought to go on some plan that <br />is adaptable to more than one area if the <br />problems exist." <br /> <br />"This is a typical area. This is not an <br />isolated case. It pinpoints the problem that <br />is occurring allover the state. Fortunately, <br />as new reservoirs are developed more remedial <br />planning is taking place. For example, for <br />Blue Mesa and other lakes which have been <br />recently constructed or are under construction <br />a lot of planning gOes into the elimination <br />of pollution problems. <br /> <br />The Big-Thompson Project was authorized <br />in the days when the prOblem of phosphates was <br />practically unknown and the tremendous growth <br />of the mountain areas was not foreseen. The <br />situation has come upon us by a process of <br />evolution. It is a common responsibility of <br />everyone concerned." <br /> <br />I <br /> <br />"Si, what are your recommendations?
