Granby <br />is a much larger body of water and little <br />effect has shown up there as yet. <br /> <br />I <br /> <br />I wanted to bring before the Board the <br />fact that efforts are being made to control <br />the problem. Specifically, I think this Board <br />should, as these problems originate, join with <br />the Public Health Department, the Pollution <br />Control commission, and other state agencies <br />in urging that the legislature authorize more <br />drastic remedial action. <br /> <br />As an example, Mr. Smades mentioned that <br />a sanitation district was formed in the <br />Shadow Mountain-Grand Lake area. The original <br />vote was against the formation of the district. <br />Nearly everyone up there has septic tanks or <br />some means of disposal. Septic tanks at the <br />best are only a temporary expedient. Nearly <br />all of them sooner or later will fail and this <br />was what was happening in that area. People <br />were simply discharging raw sewage for all prac- <br />tical purposes directly into the lake. <br /> <br />I <br /> <br />After the first election, the people who <br />wanted the sanitation district formed, simply <br />went around and asked 'Did you vote for or <br />against this?' They identified 'aginers'. <br />They then adopted the next best remedy. They <br />excluded the opponents from the district and had <br />another election. That's a lousy way to cure <br />pollution problems. Those who want to pollute <br />can and those who don't want to pollute must <br />pay. This is the weakness in our law. I <br />don't believe that there should be any elec- <br />tion about contaminating our waters. In <br />appropriate cases, the legislature could form <br />sanitation districts and make everyone pay his <br />fair share of the cost. <br /> <br />The present Grand Lake District is a real <br />germandering job. It has the weirdest looking <br />district boundaries that I have ever seen in <br />the State of Colorado. <br />
