I think we are part of <br />the problem and have got to be part of the <br />planning. I don't have any definite recommenda- <br />tions. <br /> <br />I think Larry pointed up a problem all <br />right and that is these sanitation districts. <br />We are going to have to develop laws or rules <br />and regulations so that somehow the people can <br />get together and start paying the bill for <br />correcting the pollution. The Water Pollution <br />Board has had adequate federal funds but these <br />funds are contingent upon local participation. <br />The thing has been a kind of a standoff there, <br />as I understand it from my limited experience. <br />But I don't know where the answer will have <br />to come from. I don't recall that the Water <br />Pollution control Commission has any ideas <br />about new legislation. They are meeting today <br />and I want to thank you boys for taking me off <br />the hook over at the Water Pollution meeting. <br />I thought I was going to have an easy day and <br />then you schedule this thing over here! It <br />points up one thing that I am sure of and <br />that's why r am getting prematurely gray! <br /> <br />But I do think we have this problem and <br />we have to get legislation or you have got to <br />have authorization so the people can get some <br />way to raise taxes and then it relates to <br />zoning also. I don't like some of these things <br />that are coming out of the environmental study <br />commission or whatever they call it. They <br />have a lot of ideas. We are going to have <br />more land use control around these areas from <br />the standpoint of zoning. <br /> <br />I will say this, the Pollution Commission <br />is trying to face this thing and solve these <br />problems. We do have septic tan~ regulations <br />now where we can study an area and say there <br />will be no more of it. That doesn't solve <br />Grand Lake's problems, they are already there. <br />But we are approaching this thing and trying <br />
