Will you give us your <br />observations?" <br /> <br />"Mr. Chairman and members of the Board, <br />speaking completely unprepared, with no notes <br />at all, I'd like to say just one word in <br />addition to what has already been said - the <br />question of eutrophorism, which means a big <br />word but it means a lot. It means that once <br />a lake starts to deteriorate as they have in <br />most Grand County areas then the process <br />becomes irreversible, it is gone. Recreation <br />is gone; the whole thing is gone. The economy <br />of the state is gone because the lakes become <br />so polluted all the way through that tourism <br />is gone. No longer do you dare swim there. <br />People have become sick up there this summer. <br />This summer the algae because of the BOD con- <br />tent of the water has grown four feet in <br />Shadow Mountain alone. <br /> <br />Now when you consider those elements and <br />many more besides that then you are facing a <br />very serious problem as Mr. Sparks pointed out. <br />This is only one instance but by the same <br />token why is Grand Lake and Grand County so <br />important? Because of the lower basin states. <br />Therefore Grand Lake and Grand County become <br />a very important consideration. <br /> <br />Another problem we have and a very im- <br />portant one, unfortunately we have no funds. <br />The government says we would like to have <br />participating funds, matching funds. We have <br />no funds. Our particular position is this, we <br />are acting only under the auspices of the <br />Grand County Commissioners but they have no <br />money either. So our big problem is going to <br />be to try somehow to get legislation passed <br />to help out this desperate situation we have <br />
