However, as far as my own thinking is concerned,
if the project has to be delayed for a year or
a little longer in order to accomplish munici-
pal storage, it would be worth it. We don't
want to lose any opportunity for municipal
storage in any of these projects."

MR. OGILVIE:

"From our standpoint we can move ahead on
it in much less time than that. I realize the
Corps through their process of reauthorization,
that this is going to take about a year."

MR. SPARKS:

"The reauthorization problem would be in
Congress."

MR. OGILVIE:

"I understand from the Corps standpoint,
of course t~ey are having some trouble with
financing and the delay may already be build-
ing itself into their program."

MR. SPARKS:

"I am sure it's not going to proceed as
rapidly as we had hoped."

MR. OGILVIE:

"Right.

One other point that you mentioned with
respect to ecology, Larry, I'd like to point
out to the Board that we have set up in cooper-
ation with COSC and with ROMCOE a committee
composed of representatives from the Water
Department and from the environmentalists,
COSC, ROMCOE, people that are interested in
this aspect of water development and we are
meeting regularly with this committee to estab-
lish discussion concerning our proposals and
this committee that we have set up is primarily
directed to those facilities which we would be
constructing on our own. Nevertheless, we
anticipate getting a little mileage out of our
committee with respect to Two Forks also and
I think we are making some progress in this
respect. We are taking the aggressive atti-
tude and working with these people, getting
their suggestions and believe me, some of their
