that Two Forks Reservoir should be constructed
by about 1987 or 1989 and if this were to be
delayed any substantial amount it would be
critical. I would prefer to see it go on the
shorter side than to extend."

MR. SPARKS:

"From the time the project is authorized
to the time it was completed we estimated that
there would be a ten-year time lag. Then we
are talking about securing authorization of
Two Forks sometime in the 1970's, if you are
talking about 1987 completion."

MR. OGILVIE:

"Yes, I think this is certainly right.
In fact I, in working with the Bureau of
Reclamation, am shooting for an earlier date
than that. We are moving along with the Two
Forks plan. I'think it is rather urgent and
the Bureau and the Water Department are cooper-
ating on this. We are shooting to move this
reservoir along about as rapidly as is consis-
tent with good planning and due consideration
of all aspects of the development of the plan.
If we do this, it is my opinion that it will
just about fit into the 1987 date based on a
construction period of ten years."

MR. SPARKS:

"There has been recently issued by ROMCOE
an environmental report in connection with Two
Forks. This report emphasizes the increased
difficulty which will be experienced in getting
projects such as Two Forks authorized.

I agree whOleheartedly that it is important
to get it authorized as rapidly as possible.

We received one copy of that environmental
report. I don't think the Board members have
seen it, nor members of the audience. It was I
an in-depth report based upon the possible con-
struction of the Two Forks Reservoir as to its
environmental impact. The report was factual,
I think, in many instances. However, one of the
