SPARKS: <br /> <br />"This is a matter our staff has given some <br />thought to over the years during the period of <br />great growth in the metropolitan area. We see <br />some problems in connection with duplication <br />of efforts which in turn creates an additional <br />expense to the water users. We have toyed with <br />the idea of exploring in more detail the possi- <br />bilities represented by existing law so that all <br />the people in the metropolitan area become <br />involved with the future water supply situation. <br /> <br />As we talk more and more in terms of a <br />metropolitan government, it has occurred to us <br />that there might be some advantage in a metro- <br />politan approach from a planning and financial <br />viewpoint. <br /> <br />I am wondering if this has ever been dis- <br />cussed by the Board of Water Commissioners of <br />the City and County of Denver." <br /> <br />MR. OGILVIE: <br /> <br />"We have considered this internally, but it <br />has not been discussed to the point where it <br />has been promoted and I think for obvious <br />reasons..lI <br /> <br />MR. SPARKS: <br /> <br />"Metropolitan cooperation is always a <br />controversial issue because of the many political <br />subdivisions involved. <br /> <br />Mr. Ogilvie, some years ago this Board <br />requested along with the City of Denver, that <br />the Bureau initiate feasibility studies on the <br />Two Forks Reservoir, now known as the Upper <br />South Platte Project. We made a rough estimate <br />some ten or twelve years ago now that the Two <br />Forks Reservoir should be in existence and <br />operating by about the year 1982. We would <br />like to have your estimate of when the Two <br />Forks should actually be in existence." <br /> <br />MR.
