"I have some, Mr. Chairman, both questions
and observations.

Fi~st, Mr. Ogilvie, some years ago the
Colorado, General Assembly authorized the
creation of a metropolitan water district.
To date that law has never been utilized. The
law itself was somewhat patterned after the
metropolitahwater district of southern Cali-
forn1a. Ihconnection with the Two Forks and
also with ,the future development of water
supplies~f6rthe metropolitan area, do you see
any adv:a,ntages in attempting to br ing all of,
the people'in the Ilietropolitan area into the
wat~r development field through such a device
as the ~etropolitan water district?"

"Mr. Sparks, I would liken it to an inter-
connected power system where if each individual
power generation had to maintain reserve capa-
city to meet peak demands, then,there is an
undue amount of reserve in the entire system.
',' ~ereas if you can interconnef;:t it and develop
adequate reserves to meet peaks on an inter-
conn~cted basis, the amount of reserve genera-
tion,on a standby basis is considerably less.
I,thihk that it goes without saying that a
simi~ar type-operation for municipal water
where the water is scarce, there is not an over
abundant supply, we can't afford to have long-
'term carryovers for people that have marginal
,'\\later rights when others, by interconnecting,
would end 'up by meeting peaks in reserves of
waterdemand~ based 'on the cycles of rains,
snowfall~ runoff. I think it is inevitable
that we will come to this in a community such
as the eastern, slope of Colorado and other
places where water is .scarce."
