"Two Forks is a good example where we will
participate with the federal government, the
Bureau of Reclamation, in a multi-purpose
project but c~upled with that particular reser-
voir would be the negotiation of the repayment
contract for those costs associated with munici-
pal and industrial development and those long-
term costs to be repaid to the federal govern-
ment would be an element, an obligation, which
we would have to meet as well as the cost of
other facilities which might be constructed
separately by the Water De];Brtment. This would
all be a total, either bonded indebtedness
resulting from the cost that we created our-
selves or a long-term contract with the Bureau
of Reclamation and rates established over a
period of time which would adequately payoff
the bOnds, meet the financing costs, maintain
our system and continue our planning operations."

"Have there been any extended discussions
in regard to state funding of any of these
projects?"

"No, 'sir, we haven't had any extended dis-
cussions for state money."

"I happen to think that the days of federal
participation are dwindling. I think this is
a fertile area for not only the Denver area
but all water users to consitler. I would take
it at this point that you haven't considered
state participation."

"We have not. We have, a limited amount of
federal participation. The only one that we
are considering at this time is Two Forks."

"How about cloud seeding and weather modifi-
cation? What is your attitude on that?"
