north of Denver, south of Denver, east of
Denver would spring up outside the circumfer-
ence of the area that was restricted and I am
sure the demand might well be there eventually
in any event. But nevertheless, these are
problems that I think the Denver Water Depart-
ment would not control by restricting the
development of their water supplies. They may I
end up as a result of these kinds of decisions
being made of having to go slower with water
development, something like this but the Depart-
ment wouldn't restrict those by saying we are
not going to develop water.

Relative to the first question of per
capita use, I think the more effective use of
water, the constant attention of people to
conserving water, the communities, the urban
communities, are now designing their areas such
that they probably minimize water consumption
and as the price becomes co~petitive or.prohibi-
tive, shall we say, it may hold down the per
capita use to about the range that we are
experiencing now. I don't see a radical in-
crease in per capita use in a water-short area
where economics might dictate they are going to
have to be rather careful with their supply.
We are projecting approximately the same per
capita use, a minor increase but not too much."
