I

I

MR. STAPLETON:

MR. OGILVIE:

M~. STAPLETON:

MR. OGILVIE:

questions if there is time. I have prObably
taken quite a bit of time already."

"Jim, if there aren't any questions from
this group I'll be greatly surprised. First
of all, may I ask that you submit copies of
your graphs and charts so that Mrs. Keating
can incorporate them in the minutes?"

"I'll be happy to."

"All right. First I will ask for questions
from members of the Board and I'll start out.

I happen to believe that the only future
for the Denver metropolitan area is cooperation
on a regional basis. I remember the blue line
policy of tbe Denver Water Board when I lived
just barely in it. What is the policy of the
Denver Water Board in connection with annexa-
tion and metropolitan cooperation? It's been
a pro and con in terms of the metropolitan
community. Tell us a little about the present
policy and the future policy as you expand your
system."

"I would say the Board's policy is rather
liberal compared to the blue line policy that
was at one time established. The Board's
policy, of course, is to look to the future
and develop water with the idea that it is good
for the community, it is good for Denver,
specifically of which the Board is a part, to
develop water for the surrounding areas. We
try to avoid getting involved in political im-
plications of delivering water which would
enhance a particular area as compared to some
other area. We deal with areas on a factual
basis, working closely with the Denver community,
the Planning Commission and others, with county
Commissioners in the surrounding areas, to be
sure with respect to zoning and projected
developments that we are not leading other
communities or our own community into a trap
by providing water.
