SPARKS: Now the Missouri Basin plan, as you know, was a'shotgun wedding' between the Corps of Engi- neers' and the Bureau's ambitions, dictated by the Congress and there is a basin fund which is similar to the Upper Colorado River Basin Fund. The primary difference being that the ~lissouri Basin is not allocated to states specifically, as is the Upper Colorado River Basin Fund. But Colorado has received practically nothing from the l~ssouri Basin Fund so we feel that it is high time that Colorado receives some very substantial bene- fits from that l~ssouri Basin Fund. Now the publication that we put out was for the mere purpose of presenting to the Board and to in- terested parties a factual summary of the Green Mountain Reservoir problem, as set forth in this publication, and Senate Document 80 which is the operating document for Green Mountain Reservoir.
