SPARKS: <br /> <br />Now the Missouri Basin plan, as you know, was <br />a'shotgun wedding' between the Corps of Engi- <br />neers' and the Bureau's ambitions, dictated <br />by the Congress and there is a basin fund <br />which is similar to the Upper Colorado River <br />Basin Fund. The primary difference being <br />that the ~lissouri Basin is not allocated to <br />states specifically, as is the Upper Colorado <br />River Basin Fund. But Colorado has received <br />practically nothing from the l~ssouri Basin <br />Fund so we feel that it is high time that <br />Colorado receives some very substantial bene- <br />fits from that l~ssouri Basin Fund. Now the <br />publication that we put out was for the mere <br />purpose of presenting to the Board and to in- <br />terested parties a factual summary of the <br />Green Mountain Reservoir problem, as set <br />forth in this publication, and Senate Document <br />80 which is the operating document for Green <br />Mountain Reservoir.
