SPARKS: <br /> <br />~1ell, I hate to make this statement but <br />I'll make it. It is very difficult to get <br />cooperation out of the Corps of Engineers. <br />We anticipate yes, that they will cooperate. <br />But the Army has a rather peculiar setup in <br />that they change generals or colonels, or <br />whoever they may have in these offices, fre- <br />quently, so it's hard to pin down responsi- <br />bility for actual project investigations. <br />They make little or no. attempt to maintain <br />liaison with us. Now. it's different with <br />the Bureau. I sit down with them in planning <br />conferences constantly. But with the Army <br />it's pretty hard to arrange planning confer- <br />enceS. 1'Ie will keep on trying. Our Super- <br />vising Hydraulic Engineer is a former Army <br />engineer, civilian employee, and with the con- <br />tacts that he has, we anticipate that we will <br />be able to get good cooperation with the Army. <br /> <br />In Colorado, as you know, the Army has no <br />major project and they devote most of their <br />time to these multi-million dollar projects <br />in other areas of the country where there are <br />real flood control problems and where naviga- <br />tion is an important factor. 1'le deal with so <br />many Corps of Engineers agencies that I have <br />never even seen some of the people with whom <br />we deal. VIe deal with Los Angeles, for in- <br />stance, in everything west of the Continental <br />Divide, and I've never seen one of those peo- <br />ple as yet.. We deal with Omaha for the South <br />Platte and we deal with Albuquerque for the <br />Rio Grande and part of the Arkansas. It is <br />hard, reall~ to keep up with the people we are <br />dea+irtg with. And as I say, since the pro- <br />blems in Colorado are relatively minor as far <br />as the Corps of Engineers is concerned, we <br />have not had the cooperation from them nor <br />the liaison that we get from the Bureau of <br />Reclamation." <br /> <br />MR.
