<br />~U/V <br /> <br />area was originally included within the <br />boundaries of the North Fork Conservancy <br />District, the contractual agency for the <br />Paonia Project. A local dispute developed <br />about the advisability of having to serve the <br />Redlands Mesa from the Paonia Project and <br />there was some feeling, at that time, that <br />the Overland Canal and Reservoir Company could <br />adequately serve that area. That was strictly <br />a dream. That private company cannot ade- <br />quately serve the area and there has been a <br />great deal of agitation for the past few years <br />to get some type of planning going on the <br />Redlands Mesa area, since it is the Paonia <br />Project which makes it possible, in part, <br />through exchange of water from Leroux Creek <br />and its tributaries, to serve the area. It <br />is an area that has been hard hit economi- <br />cally over the past years because of our <br />chronic drouth years. <br /> <br />I <br /> <br />I have written the Bureau of Reclamation <br />asking them how that could be included in a <br />future investigation program. I asked that <br />they consider making it a Paonia Project ex- <br />tension. Now such an investigation will <br />necessarily have to be several years off if <br />it is feasible at all. But the point is, we <br />are running out of likely projects under Pub- <br />lic Law 485. We have them programed through <br />1965 and we've got to start taking a hard <br />look at some other promising projects. I <br />will participate in a planning conference <br />with the Bureau of Reclamation within the <br />next two or three weeks - western slope proj- <br />ects - and as a result of that conference, at <br />our next Board meeting, I will be able to give <br />the Board some realistic appraisal of our in- <br />vestigation program for the next five to ten <br />years. <br /> <br />The last item I have is our mapping pro- <br />gram. One of the first things I did when I <br />took over as Director was to review some of <br />the critical points in project investigation <br />and the expenditure of funds made by the state <br />of Colorado. I discovered that in the past <br />five or six years, we have spent something in <br />the neighborhood of $90,000 for topographic <br />mapping. That was a contribution by the State <br />of Colorado; there were no matching funds made <br /> <br />I <br />
