The 1998 F1S revises the December 3, 1993 FIS. <br /> <br />. The 1993 FIS gave credit to flood control improvements constructed by the SCS upstream of <br />Wellington for Boxelder Creek, but it did not give credit to the flood control improvements constructed <br />in the Coal Creek watershed as part of the same project. <br /> <br />· The 1998 FIS incorporated the SCS analysis of the Coal Creek floodplain (performed in 1983 and <br />designated by the CWCB) and reflects flows that are substantially reduced. The area affected by <br />flooding is almost as large as before, but the deptlt of flooding is reduced. <br /> <br />. The March 23, 1999 FIS for Larimer County incorporates revised floodplain information about Coal <br />Creek in unincorporated portions of the county, in a manner consistent with the Wellington FIS. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Wellington sent a letter to the CWCB requesting designation and approval of <br />the October 20, 1998 FIS. CWCB staff has met with the Town Administrator to discuss this <br />matter on several prior occasions. The specific details of the designation process for this <br />particular study were discussed on the telephone. A site visit was performed during one of <br />the previous visits with the Town Administrator. The town is supportive of the Board's <br />proposed designation action. In addition, the town would still like to work with the CWCB <br />on a flood control project for Coal Creek, to further reduce the flood hazard within <br />Wellington. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Wellington <br />designating the Flood Insurance Study dated October 20, 1998. The detailed floodplain <br />information contained in the FIS meets the Board's "Floodplain Designation and Approval <br />Rules". The designation action will assure that the most current floodplain information for the <br />Town of Wellington is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />9 <br />
