The Flood Hazard Boundary Map (FHBM) dated August 22, 1975 is not representative of flooding <br />conditions in Haxtun, due both to technical limitations and to changes brought about by tht: <br />implementation of a flood control project. <br /> <br />. The new approximate floodplain infonnation contained in this study is based on a master planning <br />study for Haxtun whose preparation was overseen by the CWCB. <br /> <br />. The approximate floodplain mapping, which should replace the 1975 FHBM, reflects the construction <br />of flood control improvements. <br /> <br />. The approximate floodplain mapping shows that 100-year flooding is contained in streets and alleys. <br /> <br />. The Town ofHaxtun is working on future drainage improvements and open space acquisition for stonn <br />drainage problem areas that are not sho;wn on the approximate floodplain mapping. <br /> <br />e <br /> <br />COMMUNITY RESPONSE: <br />The Town of Haxtun sent a letter to the CWCB requesting designation and approval of the <br />March 1999 report after a technical review of the Augnst 22, 1975 map. A meeting was held <br />with the Town Administrator to discuss the designation process and answer floodplain- <br />related questions. A site visit was also performed to review the drainageways in Haxtun. The <br />town is supportive of the Board's proposed designation action. In addition, the town would <br />like to work with the CWCB on additional storm drainage improvements. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Haxtun <br />designating the Floodplain Information Report dated March 1999, including the new approximate <br />floodplain mapping which replaces the 1975 Flood Hazard Boundary Map. The resolution also <br />acknowledges and then rescinds the FHBM, since it is no longer valid. The approximate floodplain <br />information contained in the FIR meets the Board's "Floodplain Designation and Approval <br />Rules". The designation action will assure that the most current floodplain information for the <br />Town of Haxtun is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />e <br /> <br />8 <br />
