<br />o <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTACIlMENT 3 <br /> <br />FPR 99-484 <br />Flood Insurance Study, City of Thornton, Colorado, Adams County, dated <br />January 19, 1982. <br /> <br />KEY ISSUES: <br />. The FIS contains detailed and approximate floodplain information for streams within the City of <br />Thornton as ofJanuary 1982. <br /> <br />· Most of the detailed floodplain delineations in Thornton are based on detailed studies sponsored by the <br />Urban Drainage and Flood Control District (District) in cooperation with the community. Additional <br />analyses were performed by FEMA for the study. <br /> <br />· FEMA chose to show the Niver Creek floodplain as approximate, even through a detailed study was <br />previously completed by the District for that stream. The detailed study assumed future basin <br />conditions for hydrology rather than existing basin conditions. (FEMA only accepts existing basin <br />conditions at this time). However, since the time of the original study the basin has been urbanized to a <br />point where it can be considered as existing conditions rather than future conditions. <br /> <br />COMMUNITY RESPONSE: <br />The City of Thornton sent a letter requesting CWCB designation and approval of the 1982 <br />FIS. In addition to several telephone conversations, CWCB staff held a meeting with City <br />staff to discuss the designation process. The City is supportive of the Board's proposed <br />designation and approval of the 1982 FIS, providing that this resolution be rescinded in the <br />future when the latest floodplain information available to the City becomes designated. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Thornton. The <br />floodplain information contained in the 1982 FIS was the best available regulatory floodplain <br />information for the City between January 1982 and August 1995, and meets the Board's <br />"Floodplain Designation and Approval Rules". The 1982 study will be rescinded once the 1995 <br />study is reviewed, designated, and approved by the CWCB. The resolution will assure that the <br />City's regulation of floodplains, between 1982 and 1995, complied with state statutory <br />requirements. <br /> <br />7 <br />
