<br />. <br /> <br />ATIACHMENT 2 <br /> <br />-- <br /> <br />FPR 99-483 <br />Flood Hazard Boundary Maps, Gilpin County, Colorado (unincorporated <br />areas), dated June 10, 1977 including a new Floodplain Information Report, <br />Park County, Colorado, dated January 1999. <br /> <br />KEY ISSUES: <br />. The Flood Hazard Boundary Maps, prepared by the Federal Insurance Administration and approved by <br />FEMA, contain approximate 100-year floodplain delineations for streams and flooding sources withi'.1 <br />the unincorporated portions of the county. There are no detailed floodplain delineations available to the <br />county at this time except within Blackhawk and Central City. <br /> <br />. A new Floodplain Information Report was prepared by CWCB staff to provide engineering and <br />regulatory information to supplement and accompany the existing floodplain maps. <br /> <br />. Gilpin County is almost entirely within the Mountain Subregion of the South Platte River Basin as <br />defmed by the CWCB's "Guidelines for Determining 100-year Flood Flows for Approximate <br />Floodplains in Colorado." The CWCB regression equation for estimating 100-year peak flow values is <br />the basis for providing the necessary hydrology information required for CWCB designation and <br />approval. <br /> <br />COMMUNITY RESPONSE: <br />Gilpin County officials sent a letter to the CWCB requesting designation and approval ofthe <br />June 10, 1977 maps. Although several telephone conversations were held between CWCB <br />and County staff, the County did not find it necessary to hold a meeting to further discuss the <br />designation process. A site visit to the County may be performed at a future time to assess <br />floodplain development activities. County staff is supportive of the Board's proposed <br />designation action. <br /> <br />e <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for Gilpin County designating <br />the 1977 Flood Hazard Boundary Maps and the accompanying Floodplain Information Report <br />dated February 1999. The approximate floodplain information contained on the FHBMs meets the <br />Board's "Floodplain Designation and ApprovClI Rules". The designation action will assure that <br />the most current floodplain information for Gilpin County, for the purposes of federal regulation <br />and flood insurance, is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />6 <br /> <br />e <br />
