.

e

e

e

ATTACHMENT 1

FPR 99-479
Flood Hazard Boundary Maps, Park County, Colorado (unincorporated
areas), dated November 22, 1977 including a new Floodplain Information
Report, Park County, Colorado, dated January 1999.

KEY ISSUES:
. This resolution was previously tabled at the January 1999 Board meeting pending a meeting with Park
County officials. Following the January Board meeting, CWCB staff met with Park County staff and
all is well.

· The Flood Hazard Boundary Maps (FHBMs) contain approximate IOO-year floodplain information
(Zone A) for certain streams within the county. There are no detailed floodplain delineations for
unincorporated Park County at this time. A new Floodplain Information Report was prepared by
CWCB staff to provide approximate IOO-year flood hydrology information to accompany the existing
floodplain maps.

· A portion of the area on FHBM panel # 9 is now within the corporate limits of the Town of Fairplay.
That portion of panel #9 was previously designat~d by the CWCB

· The areas of Park County along the North Fork of the South Platte River below an elevation of
approximately 7000 feet (downstream of Bailey) :md along the South Platte River below an elevation of
approximately 7000 feet Oust upstream of Cheesman Reservoir) are in a hydrologic region for which
the CWCB has developed a hydrology regression equation. The remainder of the South Platte River
Basin in Park County is in an area of no regression, and the only available regression equations are
preliminary equations developed by the USGS. The southwestern portion of the county are in one
hydrologic region of the Arkansas River Basin and the southeastern portion of the county are in another
hydrologic region of the Arkansas River Basin (both with CWCB regression equations developed).

COMMUNITY RESPONSE:
Park County officials sent a letter to the CWeB requesting designation and approval of the
November 22, 1977 maps. A meeting with County officials was held to discuss the
designation process and answer floodplain-rehlted questions. A site visit was also performed
to investigate streams and floodplain developD1ent in portions of the County. County staff is
supportive ofthe Board's proposed designation action.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for Park County designating the
1977 Flood Hazard Boundary Maps and the accompanying Floodplain Information Report dated
January 1999. The approximate floodplain information contained on the FHBMs meets the
Board's "Floodplllin Designation and Approval Rules". The designation action will assure that
the most current floodplain information for Park County, for the purposes of federal regulation and
flood insurance, is explicitly approved by the state, thereby complying with state statutory
requirements.

5
