<br />~ <br /> <br />, <br /> <br />ATTACHMENT 6 <br /> <br />e <br /> <br />FPR 99-487 <br />Draft Floodplain Information Report, City of Cortez, dated February 1999 <br />including Flood Insurance Rate Map, City of Cortez, Montezuma County, <br />Colorado, dated April 1, 1977. <br /> <br />KEY ISSUES: <br />. The FEMA Flood Insurance Rate Map contains approximate IOO-year floodplain delineations for <br />flooding sources within the community. These delineations are based on very cursory analyses rathe~ <br />than detailed engineering determinations. <br /> <br />. The City of Cortez determined that there are technical deficiences with the existing FEMA floodplain <br />delineations, and requested CWCB staff to evaluate and revise floodplains as necessary to reflect more <br />accurate conditions. CWCB staff performed field invesigations and preliminary engineering analyses in <br />order to draft a new Floodplain Information Report (FIR, dated February 1999) for the City. The City <br />provided current topographic mapping, and is willing to provide funding as needed for future FEMA <br />reviews, in support of the new CWCB study. <br /> <br />. The City is experiencing growth and has annexed a number of land areas in Montezuma County since <br />the time of the original FEMA study. The City has implemented a number of storm drainage projects <br />that have alleviated flood problems in portions of the community. The City, therefore, desires to have <br />updated floodplain maps that reflect current corporate boundaries and public works projects to control ,. <br />flooding. - <br /> <br />COMMUNITY RESPONSE: <br />The City of Cortez sent a letter to the CWCB requesting designation and approval of the <br />1977 Flood Insurance Study, and requested by telephone that the 1977 maps be evaluated <br />and revised by CWCB staff. A meeting with the City was held and an extensive site <br />investigation was performed by CWCB staff. The City is thrilled to have technical support <br />from the CWCB, and is supportive of the Board's proposed designation of the 1999 that <br />includes the 1977 FEMA map for reference purposes. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Cortez <br />designating the 1999 Floodplain Information Report (FIR). The revised approximate floodplain <br />information contained in the FIR meets the Board's "Floodplain Designation and Approval <br />Rules". The designation will assure that the latest available floodplain information for Cortez is <br />explicitly approved by the state, thereby complying with state statutory requirements. The staff has <br />encouraged the City to submit the 1999 FIR to FEMA for official recognition as regulatory <br />floodplain information. <br /> <br />e <br /> <br />10 <br />
