The revised FrS includes two changes to the 1997 FIS (on the Big Thompson River in and around the <br />City of Loveland and on Coal Creek in and around the Town of Wellington). <br /> <br />. The Big Thompson River change is based on new topographic and hydraulic information; the Coal <br />Creek change is based on SCS flood control work constructed to protect Wellington. <br /> <br />. Inconsistencies in stream stationing and in water surface elevations between the Loveland FIS and the <br />Larimer County FrS and between Loveland's private study from 1981 and the Larimer County FrS <br />should have been addressed by FEMA but were not. <br /> <br />. The staff proposes to designate the Loveland FIS as approximate information and the Larimer County <br />FIS as detailed information; the CWCB, Larimer County and Loveland need to meet to decide how to <br />correct inconsistencies in floodplain information on the Big Thompson River in and around Loveland <br />(for several stream miles). <br /> <br />. There are no problems with the Coal Creek floodplain delineations. <br /> <br />e <br /> <br />COMMUNITY RESPONSE: <br />Larimer County sent a letter to the ewCB requesting designation and approval of the <br />March 23, 1999 FIS. A meeting was held with county staff to discuss this matter on a prior <br />occasion. The specific details of the designation process for this particular study were <br />discussed on the telephone. The county is supportive of the Board's proposed designation <br />action. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for Larimer County designating <br />the Flood Insurance Study dated March 23, 1999. The detailed and approximate floodplain <br />information contained in the FIS meets the Board's "Floodplain Designation and Approval <br />Rules". The designation action will assure that the most current floodplain information for Larimer <br />County is explicitly approved by the state, thereby complying with state statutory requirements. <br /> <br />e <br /> <br />14 <br />
