<br />. <br /> <br />4 <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTACHMENT 11 <br /> <br />FPR 99-492 <br />Floodplain Information Report, Town of Dillon, dated March 1999 including <br />Flood Hazard Boundary Map, Town of Dillon, Summit County, Colorado, <br />dated August 8, 1975 <br /> <br />KEY ISSUES: <br />· The Town of Dillon has never and does not currently participate in the NFIP; nevertheless, the Federal <br />Insurance Administration prepared an FHBM dated August 8, 1975; the FHBM shows approximate <br />floodplain information for Straight Creek, Dillon Reservoir and a small drainage that flows into Dillon <br />Reservoir; that small drainage is too small to be mapped as a floodplain. <br /> <br />· Straight Creek has been mapped by detailed methods both upstream and downstream of Dillon. (in <br />Summit County and in Silverthorne). <br /> <br />. CWCB staff has spoken with the Denver Water Department about the 100-year flood elevation for <br />Dillon Reservoir; their current analysis shows an approximate 100-year flood elevation of 9020 MSL, <br />which is about 3 feet higher than the High Water Line. Detailed topographic mapping provided by <br />Denver Water indicates that no existing buildings in the Town of Dillon would be impacted by a 100- <br />year flood on the reservoir. <br /> <br />· To address the shortcomings of the FHBM, the CWCB has provided a revised version of the FHBM. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Dillon sent a letter to the CWCB requesting designation and approval of the <br />March 1999 report after a technical review of the August 8, 1975 map. A meeting was held <br />with the Town Administrator to discuss the designation process and answer floodplain- <br />related questions. A site visit was also perfornled to review the streams and the reservoir in <br />Dillon. The town is supportive ofthe Board's proposed designation action, but not sure of the <br />importance of this issue since they have not historically dealt with floodplain issues. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Dillon <br />designating the Floodplain Information Report dated March 1999, including the new approximate <br />floodplain mapping which replaces the 1975 Flood Hazard Boundary Map. The resolution also <br />acknowledges and then rescinds the FHBM, since it is no longer valid. The approximate floodplain <br />information contained in the FIR meets the Board's "Floodplain Designation and Approval <br />Rules". The designation aCtion will assure that the most current floodplain information for the <br />Town of Dillon is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />15 <br />
