<br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTAClIMENT 9 <br /> <br />FPR 99-490 <br />Floodplain Information Report, Town of Kiowa, dated March 1999, including <br />Flood Hazard Boundary Map, Town of Kiowa, Elbert County, Colorado, dated <br />February 27, 1976. <br /> <br />KEY ISSUES: <br />· The Town of Kiowa has never and does not currently participate in the NFIP; nevertheless, the Federal <br />Insurance Administration prepared an FHBM for Kiowa dated February 27, 1976. <br /> <br />· Elbert County and the CWCB prepared detailed floodplain information for Kiowa Creek in and around <br />Kiowa (as well as Kiowa Creek in and around Elbert) in 1976; the county and the CWCB also prepared <br />some approximate floodplain mapping for the northwestern portion of the county in 1981. <br /> <br />· Because of recent and ongoing growth, Kiowa is facing pressure in its floodprone areas and is <br />considering both a general program of floodplain management and, more specifically, entry into the <br />NFIP; for example, a storm drainage review (not a floodplain review) of a new subdivision, which is <br />located along a tributary to Kiowa Creek, performed by the town's independent drainage consultant, <br />identified 10 drainage shortcomings needing cOlrection, further underscoring the need to appropriately <br />manage drainage problem areas and floodplains. <br /> <br />· Another tribuUUy to Kiowa Creek flows through the parking lot of the high school in Kiowa and then <br />through a trailer park, before it enters the county lairgrounds. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Kiowa sent a letter to the CWeB requesting designation and approval of the <br />March 1999 report after a technical review of the February 27, 1976 map. A meeting was <br />held with representatives of the Town to discuss the designation process and answer <br />floodplain-related questions. A site visit was also performed to review the streams in Kiowa. <br />The town is supportive of the Board's proposed designation action. In addition, the town <br />would like to work with the CWCB on possible entry into the NFIP and the development of <br />a local floodplain management program. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Kiowa <br />designating the Floodplain Information Report dated March 1999, including the new approximate <br />floodplain mapping which revises the 1976 Flood Hazard Boundary Map. The approximate <br />floodplain information contained in the FIR meets the Board's "Floodplain Designation and <br />Approval Rules". The designation action will assure that the most current floodplain information <br />for the Town of Kiowa is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />13 <br />
