from the last meeting because we knew of your
interest in the Juniper Project and your
inability tv be with us at that time. I
wonder if you have any comments you would
like to make at this time on the Juniper in
the schedule."

"Mr. Chairman, I hope I won't be too long.
I do appreciate very much the fact that you
put the matter over at the last meeting to
give me an opportunity to come and make some
comments and suggestions with respect to the
Juniper Project.

Water projects have quite an advantage
if they have age and this Juniper Project
certainly has a lot of age. I think probably
it's got a little too much age, but neverthe-
less it does have plenty of priority so far
as time is concerned. ~Vhen I first moved
over to Moffat County in 1909, they had just
completed a survey of Juniper and they had
drilled to see what kind of a foundation they
would have for a dam. I think they did that
drilling in 1908, I believe it was 1908, it
might have been 1907. But that's a pretty
early date to get started on a project.

When 485 was enacted, we had quite a
little difficulty agreeing upon the participat-
ing projects and the storage projects. I had
the honor and pleasure of participating in
some of the last conferences that the members
of Congress held with respect to 485 and the
Storage Project and I contended that Juniper
should be a part of the provisions of 485.
Several of the Senators called on me and
others who were trying to work out the differ-
ent problems connected with the competition of
these projects in 485 and they promised me
