SPARKS: <br /> <br />and I am sure it will continue to be the posi- <br />tion of this Board, that a reservoir must be <br />operated for the purpose for which it was <br />created. The fish and game and recreational <br />benefits are secondary. The project was <br />created for the production of power and the <br />delivery of water. <br /> <br />Tentative operating criteria have already <br />been formulated and there appears to be no <br />conflict with the management for game, fish <br />and wildlife purposes. Curecanti is not a <br />radically fluctuating reservoir under any plan <br />that has been adopted to date. It will always <br />have a large head in it and the drawdown will <br />occur primarily during the winter months. It <br />will be promptly refilled during the spring. <br />So that for most of the summer all of the <br />Curecanti Reservoir systems will be almost <br />completely full to capacity." <br /> <br />"Are there any further questions? Bob, do <br />you have a comment on this?" <br /> <br />"Excuse me, Ben. I'd like to ask, this <br />may change the subject slightly, r'd like to <br />ask Mr. Jennings what the scheduled construc- <br />tion time is on this Navajo Irrigation tunnel? <br />How long this level must be maintained at this <br />lower level on the Navajo Dam?" <br /> <br />"I don't have the exact details. I have- <br />n't reviewed the specifications on that, but <br />certainly it would be until the inlet works <br />on that tunnel were constructed and they had <br />certain controls there. That would be the <br />minimum time. I would guess that might take <br />upwards of two years time, something like <br />that. That will be the inlet portal of the <br />tunnel for diversion of water from the reser- <br />voir itself.
