year and next year and that by 1966 the inlet
works would be completed so that higher
storage could be obtained during the spring
runoff of 1966."

MR. KROEGER:

"It's not possible for some engineering
changes and some structure developed whereby
they could go ahead and fill?"

I'IR. JENNINGS:

"Those are always possible, but I imagine
that it would be at a considerable expense to
do those things. I'm not familiar right here
with all of the details but I imagine it would
be a substantial increase in expenditure to
do that.

I just might add, while I am on my feet,
that in the operation of these reservoirs
that are constructed by the Bureau, an agree-
ment is reached, generally between three
parties, the Bureau of Reclamation, the oper-
ator of the reservoir, and the National Parks,
in which certain features are exempted from
those agreements, such as the dam and the area
immediately above and immediately below; that
the matters of the operation of the reservoirs
and those things are under the control of the
Bureau and ~ under the control of the agency
operating the recreation features. We do
work up an operating plan for these recrea-
tion features. We show, to the best of our
ability, what the operations will be and
those things. The legislation provides that
the areas must remain in the name of the
United States so, accordingly, the Bureau
does have to retain certain jurisdictions in
anyone of these operating agreements.

Now, we have agreements such as on Vega,
Smith Fork, and paonia Reservoirs where those
are operated by the State Park and Recreation,
the state agency but we do retain operation
controls. We do exempt from those agreements
the dam proper, the areas which we want to
control for the operation of the project, the
ones that we feel are necessary for safeties,
