ize the Game, Fish and Parks Department to
operate it."

"You don't believe that the facts are
sufficient at this time for this Board to take
any action today?"

"I do not. I think if we took any action,
it should be only after consultation with the
Game, Fish and Parks Department, since it
would actually be the operating agency."

"Don't you think this could be an agenda
item at our next meeting? I'm not clear that
we have any interest as the Water Board in who
runs it. Maybe I'm missing a point here.

Hational Park Service runs it or the state?"

"We have a tremendous interest in it, of
course, since it is a water resource project,
but I agree with Ben - I doubt if there is
any decision to be actually made by this
Board. "

"I don't know whether this would enter
into it or not throughout the operation, but
I am thinking about the possibility of re-
leases from the dams, fluctuations of the
reservoirs, and so on; how it might effect
water storage and power use, and so on; and
fish and wildlife."

"That would be in the operating agreement
with whatever agency ran it, wouldn't it?"

"The Bureau of Reclamation, of course, is
going to actually operate the reservoirs and
the powerplants. There is no question about
that. I think what ~k. Peterson is getting at
is the possible conflict between the desires
of various agencies in connection with that
