Box 2385 <br />Pueblo, CO 81005 <br /> <br />Re: The Re-evaluation of the Owens Creek Reservoir project/ <br />Your September Board Meeting <br /> <br />Mr. Jackson: <br /> <br />The Owens Creek Committee wishes to express its appreciation for <br />being placed on your September Board Meeting Agenda. We anticipate <br />making a brief presentation then answering any questions your board <br />may have. <br /> <br />The proposed Owens Creek Reservoir is approximately 18 miles due <br />east of the town of Collbran in Mesa County within the Grand Mesa <br />National Forest, on Buzzard Creek. When originally proposed, the <br />project was to have been primarily for irrigation purposes with <br />recreational use as a side benefit and a small municipal reserve. The <br />passage of time and Changing demand patterns have realistically <br />reversed the proportional allocations for irrigation and municipal <br />uses. Recreation benefits have moved to the forefront of <br />considerations in that sport fishing releases can also benefit the <br />endangered fish species in the 15-mile reach of the Colorado River. <br /> <br />The enclosed Project Re-Evaluation/Scope of Work is intended to <br />determine the projects I merit in light of these changing needs and <br />benefits in accordance with current construction standards. Because <br />the Bureau of Reclamation has done the bulk of the previous studies, <br />the ,Committee solicited their assistance in this re-evaluation. Their <br />response was positive and we were informed of the Technical Assistance <br />Program. The total estimated cost for this study is $60,000. The <br />Committee will be given value credit for its "in-kind time" <br />contributions, and we will be actively involved in the study. In <br />order to establish some priority for our pursuit, each of the <br />conservancy districts has secured a $1,000 commitment from its board <br />of directors (copies of the resolutions are enclosed.)
