StocktOn, Assistant Manager
Ute Water Conservancy District
P.O. Box 460
Grand Junction, CO 81502-0460

Re: Proposed Owens Creek Reservoir Project

Dear Mr. Stockton:

In response to your letter of August 2, 1991, on the subject project, please be advised
that I have discussed several aspects of this project with David Walker, Director of the
Colorado Water Conservation Board (CWCB), and he has informed me that he will need to
discuss this project with our Board at its September meeting before CWCB can provide funds
for another report on it. .

One of our primary concerns with this proposed project is that it was not deemed to
be feasible by the most recent West Divide reformulation study, and unless your organization
or some other municipal agency commits to using most of the water from it, we still do not
envision a viable project. It is for this reason that the project needs to be discussed by our
Board.

I will keep you informed as to the time and place of the September Board meeting
so that you and the committee can attend to provide supporting comments and answer any
questions the Board may have on the project.

Please call me if you have any further questions on this matter.

Sincerely,

d~m~~

Frank M.
