And, while substantial portions of this data <br />are just as encouraging and valid today as when prepared, there are <br />large portions of the proposals and projections which require a <br />re-determination by today's standards. <br /> <br />Changes in the criteria of the office of the State Engineer <br />mandate a re-determination of dam integrity, inflow impacts and <br />spillway capacity to meet the meximum potential flood rather than a <br />100 year flood. This, in turn, may influence the type of dam or <br />method of construction. Changing demand patterns may reverse the <br />proposed allocations of irrigation and M & I reserves which would have <br />a bearing on the project benefit/cost ratio. Proper consideration <br />must be given to recreation as a project benefit and to endangered <br />species. This may reduce refundable portions of construction costs. <br />And, obviously, new cost estimates must be developed reflecting these <br />changes. <br /> <br />The re-evaluation of the Owens Creek Reservoir on Buzzard Creek <br />and the determination of the feasibility of construction for today's <br />needs and today's standards is an investigative process for which the <br />committee has neither the technical nor the financial resources. We <br />are, however, collectively and individually sufficientlY encouraged by <br />our own study and review to commit a financial contribution of $1,OOO <br />each toward the funding of this investigation. A copy of Ute's <br />committment RESOLUTION is enclosed. <br />
