Ground Water Database. This initiative would involve <br />collection and organization of data on ground water levels, <br />water quality, and withdrawals. This would fill a major <br />gap in Colorado's water resource information, since little <br />is known with any precision about the amount of ground <br />water which is used at present, or the availability of <br />reliable supplies for the future. It would also improve <br />our ability to address questions regarding the development <br />of our allocation under the various interstate compacts in <br />the future. <br /> <br />REHABILITATION OF EXISTING STORAGE FACILITIES <br /> <br />There is approximately 150 KAF of active storage on the <br />Restrictions List maintained by the Dam Safety Branch of the <br />Division of Water Resources. The repair of listed structures can <br />often be achieved with less cost and environmental impact, and <br />controversy than new storage can be constructed. <br /> <br />Therefore, a renewed effort to attract potentially eligible <br />dam owners to apply for financial assistance from the Fund would <br />be worthwhile. This might involve (a) a more concerted effort to <br />inform owners of restricted structures about the program, <br />reevaluation of current security and repayment requirements <br />(e.g., lower interest or no-interest arrangements), or outright <br />grants where a variety of public interests might be served (e.g., <br />benefits to other water supplies, public access for recreation <br />purposes, or environmental enhancements). <br /> <br />RURAL WATER SUPPLIES FOR DOMESTIC USES IN EASTERN COLORADO. <br /> <br />Evidence of ground water pollution by nitrates and <br />pesticides in eastern Colorado is raising significant concerns at <br />EPA and among Colorado residents. A group in Morgan County, <br />Colorado is developing a low pressure distribution system for <br />uncontaminated supplies. This initiative would make money <br />available for several pilot projects to explore the feasibility <br />of various means for accomplishing similar results in other parts <br />of the eastern plains (e.g., water purification filters or small <br />water treatment facilities with local distribution facilities). <br />
