<br />~ <br /> <br />e <br /> <br />e <br /> <br />. <br /> <br />~ <br /> <br />Memo to David Walker, CWCB <br />CONSTRUCTION FUND INITIATIVES <br />September 11, 1991 <br />Page 3 <br /> <br />The pilot projects might be located at Julesberg, Holyoke (or <br />elsewhere on the Ogallala system), and Las Animas. <br /> <br />MANAGEMENT ENHANCEMENT GRANTS. <br /> <br />Improvements in the operating efficiency of storage and <br />diversion facilities appears to offer one of the best means of <br />increasing the supplies available for consumptive uses given <br />current environmental concerns and fiscal limitations. This <br />initiative would provide grants to the owners of existing <br />facilities to assist them in the development and implementation <br />of more sophisticated structural and non-structural operating <br />capabilities which result in increased yield. Such grants might <br />cover up to 50% of the cost, and be awarded on the basis of the <br />improvement cost/yield enhancement ratio. <br /> <br />STREAMBANK REHABILITATION. <br /> <br />This initiative would involve funding for small pilot <br />projects to rehabilitate damaged stream channels. It is akin to <br />a program which the state of Montana has developed. The purpose <br />would be to reduce soil erosion and water quality problems, <br />create environmental benefits and conserve water. <br /> <br />cc: <br /> <br />K. Salazar <br />J.
