Colorado 80203 866-3311 <br /> <br /> <br />M E M 0 RAN DUM <br /> <br />TO: <br /> <br />David Walker, Director <br />Colorado Water Conservation Board <br /> <br />Peter Evans ~ <br /> <br />FROM: <br /> <br />DATE: September 11, 1991 <br /> <br />SUBJECT: CONSTRUCTION FUND INITIATIVES <br /> <br />Based upon our discussion yesterday with Ken Salazar and <br />Jeris Danielson, I have prepared the following sketch of our <br />proposals for future uses of the Construction Fund. <br /> <br />WATER RESOURCE INFORMATION CENTER <br /> <br />Development of an Information Center could include several <br />initiatives to collect or develop water resource information and <br />improve its availability to decision makers and the public. <br />These initiatives could include: <br /> <br />. Librarv/Database Center. This initiative would involve <br />consolidating all water resource documents within the <br />Department into a single collection, making that collection <br />available to all agencies of state and local government and <br />the general public, and hiring a full-time <br />librarian/custodian to maintain and protect the collection <br />and to assist with the efficient location of information. <br /> <br />. Research. This element would provide the basis for a <br />sustained and coordinated commitment to research into the <br />issues or opportunities which require additional <br />information to support well informed decisions, along the <br />lines that the Board has discussed with Neil Grigg. <br /> <br />. <br /> <br />Colorado River Model. This initiative would entail <br />development of a database and model of the upper ColoradO <br />River system to support the kinds of decisions Colorado <br />faces today (e.g., discussions among the 7 basin states <br />about future uses and operations, in stream flow commitments <br />for endangered fish, and for the consideration of federal <br />reserved rights associated with potential recreation areas, <br />wild and Scenic River designations, wilderness areas, etc.) <br />
