Walker
Director

FROM:

DATE:

September 13, 1991

SUBJECT:

Agenda Item 15, September 19-20, 1991, Board Meeting--
Construction Fund: Future Directions

Backl:>:round

In the course of recent rneetings, the Board has considered at length a wide array of
potential opportunities for making the Construction Fund a better adapted tool for water
development and management. At the July meeting we developed several categories of
activity including continuation of existing development and rehabilitation projects.

Subsequently, Ken Salazar asked Jeris Danielson, Peter Evans, and me to meet with
him to discuss this matter. A summary of that discussion was prepared by Peter Evans, and
a copy is attached.

Discussion

In order to advance the process, I suggest that the Board review the tentative
recommendation and the underlying goals based upon the July categories (copy attached).
Public review and comment would be desirable before formally agreeing on a
recommendation to the General Assembly.

Recommendation

I recommend that the Board agree on a tentative proposal for the future of the
Construction Fund and instruct me to distribute it widely for public comment at the next
meeting.

DW jmgm
Attachments
mgm092.mem
