<br />'-' <br /> <br />e <br /> <br />. <br /> <br />e <br /> <br />1. <br /> <br />Potential Construction Fund Priorities <br />(from July, 1991, Meeting) <br />Water Planning Data Base = $5M/year for 3 years. <br />Use cooperatively with State Engineer, Colorado State University, U.S. Geological <br />Survey and others. <br />a. Develop inventory statewide by basin and subbasin of water availability and <br />projected needs. <br />b. Develop tools for real time water management by modeling, including <br />emergency response and systern operations. <br />c. Enhance satellite monitoring. <br /> <br />2. <br /> <br />Dam and Ditch Rehabilitation = $10M/year for 3 years. <br />Based upon 80% loan with up to 10% of match from in-kind contribution <br />Priorities will be set by relationship of increase in water use to cost. <br />General Assernbly provide authorization of lump sum, with CWCB report on specific <br />projects annually. <br />Eligibility would include commitment of reserves for future O&M. <br /> <br />3. Managernent Enhancement Grants = $5M/year for 1 year. <br />Available as 50% grant with priorities set by most effective rneasures in relation to <br />cost. May include nonstructural measures. Exarnples include recharge, conservation <br />rneasures, exchanges, system management, and so forth. <br /> <br />4. Development of Water Supplies. <br />Existing program to increase beneficial consumptive use. <br /> <br />5. Preservation of Existing Rural Agricultural Irrigation Systems = $lOM/year for 1 <br />year. <br />Existing program to rehabilitate and repair dams and delivery systems, but provide <br />80% loans, with 10% in-kind match possible. <br />
