Hoover Dam releases, including pumping from Lake Mead, will satisfy <br />up to 7,500,000 aJ. of reasonable beneficial consumptive use by <br />mainstream users in the Lower Division States, and <br /> <br />d. 1,500,000 aJ. of water will be delivered to Mexico pursuant to the <br />Mexican Water Treaty and Minute 242. <br /> <br />In addition to tI1e 7,500,000 aJ. available to the Lower Division States under <br />a "normal" determination California has requested up to an additional 400,000 aJ. of <br />Colorado River Water for beneficial consumptive use, primarily for use by the <br />Metropolitan Water District. <br /> <br />California's request for additional water will be met from the unused <br />apportionments of Arizona and Nevada. Additionally tI1ere is a reasonable probability <br />that tI1e Metropolitan Water District can divert Colorado River water at the full <br />capacity of its aqueduct (1.2 maf/year) without causing beneficial consurnptive use by <br />mainstream users in tI1e Lower Division to exceed 7,500,000 aJ. Therefore, the <br />Metropolitan Water District will be permitted to divert at full capacity for all of <br />calendar year 1992. However, users of Colorado River water in tI1e Lower Division <br />States will be limited to 7,500,000 aJ. Thus, if the final accounting for 1992 indicates <br />that rnore tI1an 7,500,000 a.f. of water was consumed, tI1e Metropolitan Water District <br />will be required to compensate for their overuse by tI1e end of calendar year 1995 or <br />at a later date. <br /> <br />Discussion <br /> <br />Because Arizona and Neva.da are not fully using their compact apportionments, <br />the Metropolitan Water District demands can most probably be met within the <br />7,500,000 a.f. limit and a major confrontation among the seven basin states has been <br />postponed. <br /> <br />However, unless this issue can be resolved in tI1e very near future through <br />Governor Romer's initiative or some otl1er effort the Seven Basin States will face a <br />major confrontation over California's and specifically tI1e Metropolitan Water <br />District's water need by 1995 when Arizona is expected to fully utilize its cornpact <br />apportionment. <br /> <br />Ell /bj <br /> <br />bj23S.12a <br /> <br />. <br /> <br />2 <br />
