<br />i <br /> <br />~ <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />'L <br /> <br />The operating concept is the utilization of Windy Gap Project <br />water supplies through a new pipeline to be constructed from Carter <br />Lake of the Northern Colorado Water Conservancy District (NCWCD) to <br />the City of Broomfield. The proposed project will also include a <br />new water treatment plant ana additions to the treated water <br />distribution system. These treated water improvements will not be <br />a part of the city of Broomfield's application to the CWCB. <br />The proposed project will consist of the following components: <br />1. Raw Water {4,293 acre feet)--The firm yield of <br />Broomfield's existing water rights in Great Western <br />Reservoir is 4,293 acre feet as estimated by the city's <br />water rights engineering consultant. To replace this <br />water, Broomfield has contracted with the City of Boulder <br />for purchase of 42.93 units of Windy Gap Project water. <br />The Windy Gap Project is an existing raw water supply <br />system which was developed by the Municipal Subdistrict <br />of the NCWCD. <br />2. Firm Yield--The purchase of 42.93 units of Windy Gap <br />water represents a nominal or average yield of 4,293 acre <br />feet. This is not a firm yield, that is to say that <br />4,293 acre feet would not be available in a dry year. <br />For that reason, other measures such as additional <br />storage must be undertaken to assure a firm yield. Given <br />the present uncertainty as to the quantity of additional <br />storage required, it is anticipated that the most cost- <br />effective method to provide that storage to "firm up" the <br />yield is through a contractual arrangement with the <br />NCWCD. The amount of participation would be equal to <br />$13.0 million, the estimated replacement value of <br />Broomfield's existing reservoir. <br />3. Raw Water Transmission--A new raw water pipeline will be <br />required to transport the Windy Gap water from Carter <br />Lake to a new water treatment facility. Broomfield <br />anticipates participation in a Municipal Subdistrict, <br />NCWCD raw water pipeline project presently in preliminary <br /> <br />~ ~ <br /> <br />4 <br /> <br />. <br /> <br />~-"I:r ,'" <br /> <br />. ~ ~-.' -:--"--~-" ._,-.~- <br />
