<br />,. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />. <br /> <br />STATUS OF FEDERAL FUNDING <br />With the leadership of the Colorado congressional delegation <br />and the support of Governor Romer, the House and the Senate Armed <br />Services Committees adopted report language in the summer of 1990 <br />authorizing the Secretary of Energy to reimburse the cities for <br />steps taken to protect their water supplies. <br />On October 3, 1990, the Department of Energy announced that it <br />had funds to begin work on the cities' projects. The Secretary of <br />Energy, Admiral James D. Watkins, committed to an investment of at <br />least $10 million during FY91. The Secretary also committed to <br />work with the cities to find the remaining funds as soon as <br />possible. <br />The cities, the Department of Energy, and the Governor's <br />office are now working to get the committed funds flowing. <br />Legislation in the March 1991 Dire Emergency Supplemental <br />Appropriations Bill was intended to help facilitate that process. <br />At a ceremony in Washington on May 17, 1991, the Secretary of <br />Energy signed a $10 million grant. This will get the projects <br />started. Additional legislation is being pursued to make sure that <br />the remaining funds become available in a timely manner. <br /> <br />GREAT WESTERN RESERVOIR REPLACEMENT PROJECT <br />As described above, "option B" includes the Standley Lake <br />Protection proj ect and the Great Western Reservoir Replacement <br />Project. The City of Broomfield will be applying to the CWCB only <br />for financial assistance with certain components of the Great <br />Western Reservoir Replacement Project as described in the following <br />paragraphs. <br />The purpose of the Reservoir Placement Project is to sever the <br />physical connection between the Rocky Flats Plant and the <br />Broomfield municipal water supply system. This will be <br />accomplished by securing a new source of water to replace Great <br />Western Reservoir which will then be used as a holding basin for <br />Rocky Flats runoff. <br /> <br />3 <br /> <br />t - -.:.. ~~ <br /> <br />"-~",~.....~:i.:.-t'- '-" a:...'-" <br /> <br />~ <br /> <br />.. <br />
