Colorado River Matters - Endangered Fish Recovery Program, Instream Flow <br />Issues (2630-5414, tape 3) <br /> <br />Gene Jencsok, CWCB staff, introduced the subject for discussion by all CWCB <br />members present. John Hamill of the U.S. Fish & Wildlife Service and Torn Pitts <br />representing the CWC added their comments. Peter Evans, DNR staff attorney, was <br />asked to report at the next meeting on how the state participation process is run and <br />who has what responsibility. <br /> <br />17. Water Efficiency Program: guidelines for grants (5433-6262, tape 3 and 0-368, tape 4) <br /> <br />Kirn Hout, CWCB staff, presented draft guidelines for consideration by the Board. <br />The matter was discussed by all CWCB members present. In addition, Hester (Tess) <br />McNulty from the League of Women Voters and Jo Evans from the Environmental <br />Caucus commented from the audience. A motion was made by Eisel and seconded <br />by Meyring to tentatively approve the draft guidelines subject to review and comments <br />by interested parties by the Novernber meeting. The motion passed by unanimous (8- <br />0) decision. The rneeting was recessed by Chairman Jackson for lunch. <br /> <br />Friday Afternoon. September 20. 1991 <br /> <br />Call to Order. <br /> <br />The meeting was called back to order by Chairman Jackson and there was a quorum. <br />Present were Lochhead, Eisel, Harrison, Jackson, Smith, Sheftel, Walker, Danielson, <br />Meyring, and Martineau. Absent were Wright, Salazar, Norton and Olson. <br /> <br />22b. Instream Flow Program: Informational Item, Division of Wildlife, Buena Vista Fish <br />Rearing Unit (371-706, tape 4) <br /> <br />Dan Merrirnan, CWCB staff, informed the Board about the proposed project and <br />introduced Tony Martinez, a consultant for the DOW, who made a detailed <br />informational presentation. No action was taken. <br /> <br />12(d)(2). Colorado River Matters, Endangered Fish Recovery Program, Request for <br />an additional 10,000 acre-feet from Ruedi Reservoir, continued (707-2213, tape 4) <br /> <br />Jim Lochhead was recused from the discussion due to a potential conflict of interest. <br />John Musick, Attorney for Aspen and Pitkin County, made a proposal to the Board. <br />Jeff Tippett, President of tI1e Ruedi Water & Power Authority, made additional <br />comments. A motion was made by Harrison and seconded by Eisel to remove <br />confidentiality from a memo dated September 17, 1991 frorn Wendy Weiss. The <br /> <br />7 <br />
