<br />-6- <br /> <br />Detailed basin descriptions in Task 7 will include information similar to the state-wide descriptions <br />in the preceding tasks but will focus on the physical, social, economic and institutional aspects of . <br />each major river basin in the state. Water which is physically and legally available for development <br />in each basin as well as existing and projected water demands will be identified in Tasks 8 and 9. <br /> <br />Alternatives will be formulated and evaluated in Tasks 10 and 11 to address the issues and problems <br />identified in each river. basin. It is expected that a large number of structural and non-structural plan <br />elements will be used in various configurations and evaluated in a multi-step screening process <br />leading to the selection of one or more preferred altematives for each river basin. <br /> <br />Strategies for implementation of the preferred alternatives will be developed in Task 12. The <br />strategies will include measures that could be taken on a local, regional or state-wide basis such as <br />new or revised institutional arrangements, statutory revisions, policy changes on the part of various <br />agencies or organizations and new or revised funding methods. <br /> <br />Recommendations for an ongoing planning process ti:> continue and regularly update the state-wide <br />planning framework will be presented in Task 13. A ~atabase of information developed in the course <br />ofthe study for use in an ongoing planning process will be the subject of Task 14. Documentation of - <br />the study process is described in Task 15. . <br /> <br />Existing studies, reports, computer programs and analyses as well as information made available <br />from studies currently in progress will be used to the maximum extent possible. Consultants should <br />review and utilize the Guidelines for Financial Assistance through the Colorado Water <br />Conservation Board Construction Fund as a reference source for the planning activities outlined . <br />below. <br /> <br />The study is expected to result in: a number of selected alternatives which appear to be feasible at a <br />reconnaissance level of analysis, a set of strategies for implementation of the selected alternatives <br />and recommendations for an ongoing planning process. The goal of achieving consensus among <br />study participants will be a major consideration throughout the process. <br /> <br />Detailed Work Tasks <br /> <br />The following is a suggested outline of tasks to accomplish the study objectives described above. It <br />is expected that consultants submitting proposals for the SWSI will provide a more detailed Scope of <br />Work and may suggest revisions to this Scope of Work so long as the study objectives can still be <br />met. <br /> <br />Task 1 - Public Information and Involvement Activities <br /> <br />Establish a public information and involvement program to inform the public, Colorado water users, <br />other governmental agencies and all other interested parties of the study process and to allow an <br />opportunity for participation. . <br /> <br />1 a. With direction from the CWCB staff, establ1sh a study advisory group or groups to assist the <br />staff and the study consultant(s) in accessing information, discussing the approach to proposed. <br />work tasks and in reviewing study work products. <br /> <br />Flood Protec:tion .
