Identifying, prioritizing and recommending water deyelopment projects to the general . <br />assembly. <br /> <br />Study Objectives <br /> <br />The primary objectiye of the SWSI is to deyelop a fr~ework which can be utilized by water <br />managers, water users and the public in making decisions regarding water use and deyelopment in <br />Colorado. The framework is intended to be flexible and structured in such a way that it can be <br />updated or reyised to accommodate changes in: demographic forecasts, water demands, water <br />deyelopment planning, state and federal statutes and policies, public concerns and technology. <br /> <br />The study will focus on the following specific objectiyes: <br /> <br />1. Characterize the current physical, institutional, legal, political and social setting for water <br />supply deyelopment in Colorado. <br /> <br />2. Identify demands. for new water supplies in each riyer basin of the state and prioritize those <br />demands. <br /> <br />3. Identify potential new sources of water supply including the location and amount of compact <br />apportionment remaining undeyeloped by Colorado under each interstate compact or U.S. <br />Supreme Court decree inyolying Colorado. <br /> <br />4. Deyelop and eyaluate one or more water supply alternatiyes consisting of structural and non- . <br />structural measures in each riyer basin of the state to identify those altematiyes which appear <br />to be feasible as well as politically and socially acceptable. <br /> <br />5. Formulate water deyelopment strategies for the implementation of the preferred alternatiyes <br />in each basin. <br /> <br />6. Build a consensus among all parties to the study process as to which strategy or strategies <br />should be pursued for implementation. . <br /> <br />Study Scope <br /> <br />The SWSI is proposed as a reconnaissance-leyel inyestigation that will be conducted in sufficient <br />detail to: distinguish the major differences between altematiyes, proyide a preliminary indication of <br />feasibility for each altematiye and determine if further analyses are justified. The study scope will be <br />comprehensiye in that it will, within study budget limitations, address all aspects of water supply and <br />water demand in Colorado oyer the next 50 years. ; <br /> <br />The major study tasks are: <br /> <br />Initial Work Tasks <br /> <br />Task 1 - Public Information and Inyolyement Actiyities <br /> <br />. <br /> <br />Flood Protection.
