The recommendation was approyed by the Board for
presentation at the July 2002 Board meeting.

Following the May 2002 Board meeting, a large number of existing studies and reports from
Colorado and other states were reyiewed and interviews were conducted with a number of
indiyiduals familiar with Colorado water supply issues. Consultant selection criteria will be described
in the Request for Proposals. An important qualification for selection is the ability of the consultant
(or team of consultants) to perform all of the work outlined here.

This study is consistent with the role of the Board as defined in 37-60 and 37-92 C.R.S. and on page
fiye of the CWCB Strategic Plan as reyised and readopted in March 2002 which includes:
· Establishing policy to address state water issues,

.

· Mediating and facilitating resolutions of disputes between basins and water interests, and

Flood Protection.
