<br />" <br /> <br />-3- <br /> <br />. <br /> <br />July 12, 2002 <br /> <br />DRAFT <br /> <br />SCOPE OF WORK FOR A <br />STATEWIDE WATER SUPPLY INVESTIGATION <br /> <br />Introduction <br /> <br />At its March 2002 meeting, the Colorado Water Conservation Board (CWCB) heard presentations <br />from legislators, groups and indiyiduals regarding the need for new water storage and deliyery <br />projects in Colorado. The Board directed the CWCB staff to deyelop elements ofa study to address <br />the concerns expressed at the meeting. <br /> <br />The CWCB staff presented preliminary concepts for a study at the May 2002 Board meeting along <br />with a recommendation to prepare a "Plan of Study" (referred to here as a Scope of Work) for a <br />Statewide Water Supply Inyestigation (SWSI). The recommendation was approyed by the Board for <br />presentation at the July 2002 Board meeting. <br /> <br />Following the May 2002 Board meeting, a large number of existing studies and reports from <br />Colorado and other states were reyiewed and interviews were conducted with a number of <br />indiyiduals familiar with Colorado water supply issues. The results of the <br />data reyiew and the interviews as well as staff discussions on the proposed study are incorporated in <br />. the Scope of Work presented below. <br /> <br />If approyed at tbe July 2002 Board meeting, this Scope ofW ork (with any reyisions suggested by the <br />Board) will be incorporated in a Request for Proposals (RFP) to be distributed in early August. A <br />meeting ofthe staff with interested consulting firms is tentatiyely scheduled for August 7. Proposals <br />will be due about two months following distribution of the RFP. <br /> <br />Staff will reyiew the proposals and present a recommendation for a study consultant to be approyed <br />by the Board in Noyember 2002 and, at the same meeting, request the Board's approyal for funding <br />of the study to be included in the 2003 water projects bill. Work on the study is expected to begin in <br />mid-2003 or sooner following legislatiye authorization. <br /> <br />Consultant selection will be based on written proposals and on interviews with several firms which <br />are selected from staff reyiew of the written proposals. Consultant selection criteria will be described <br />in the Request for Proposals. An important qualification for selection is the ability of the consultant <br />(or team of consultants) to perform all of the work outlined here. <br /> <br />This study is consistent with the role of the Board as defined in 37-60 and 37-92 C.R.S. and on page <br />fiye of the CWCB Strategic Plan as reyised and readopted in March 2002 which includes: <br />· Establishing policy to address state water issues, <br /> <br />. <br /> <br />· Mediating and facilitating resolutions of disputes between basins and water interests, and <br /> <br />Flood Protection. Water Project Planning and Financing. Stream and Lake Protection <br />Water Supply Protection. Conservation Planning <br />
