<br /> <br />33. <br /> <br />Out-of-Basin Water Transfer Issues Scoping Studv <br />Authorization: SB 92-87 <br />Water Source: Statewide <br />Location: Statewide <br /> <br />Grant Amount: $25,000 <br />Project Type: Scoping Study <br />Project Manager: Jencsok <br /> <br />. <br /> <br />This scoping study was initiated to identify economic, social and political, institutional allocation <br />or Colorado water law, environmental and recreational, and "gut issues" dealing with distrust and long- <br />standing positions related to out-of-basin water transfers. This document was authored by the, "Colorado <br />Water Resources and Research Institute" and provided part of the background materials for the water <br />convention that followed. This effort is complete, and the p~oceedings of the water convention are part of <br />the file on this effort. Any funds remaining under this grant pan be deauthorized. <br /> <br />34. Colorado River Water Conservation District. - Elkhead Reservoir Enlargement Proiect <br />Authorization: SB 01-157 Grant Amount: $500,000 <br />Water Source: Elkhead Creek Project Type: Environmental Compliance <br />Location: Elkhead Reservoir NE of Craig Project Manager: Mike Serlet <br /> <br />This project is the application and acquisition of , federal environmental permits regarding the <br />enlargement of Elkhead Reservoir located northeast of Craig. The project plays a vital role in the future <br />water supplies of northwest Colorado as well as to the Colorado River Recovery Program. The Colorado <br />River Water Conservation District is the recipient of this nor-reimbursable investment and is coordinating <br />the efforts to obtain the required permits. The State's Gontribution to this project is expected to be <br />credited towards the State of Colorado's financial responsibilities to the Rlicovery Program. <br /> <br />The environmental studies for the project are well underway. Proposals from engineering design <br />consultants are currently being solicited in order to provide additional support to certain parts of the . <br />permitting process. In order to submit the final 404 permit application this fall it is necessary to develop <br />the dam improvement footprint as well as preliminary cons);ruction cost estimates. <br /> <br />The District is continuing to work with the City of Craig and a consortium of power companies <br />that own water in Elkbead Reservoir in outlining financial, institutional and operational agreements for <br />the project. Project construction is expected to commence in 2004 with completion expected in 2006. A <br />loan application from the Construction Fund for this project is anticipated next year. <br /> <br />35. <br /> <br />CWCB - hnaginl/: Svstem Proiect <br />Authorization: SB 99-173 <br />HB02-1152 <br />Water Source: N/A <br />Location: Denver <br /> <br />Grant Amount: $270,000 <br />$150,000 <br />Project Type: Imaging System <br />Project Manager: Jan TIlian <br /> <br />In 1999, the General Assembly authorized $270,0.00 under SB99-173, Section 8, for the CWCB's <br />participation in the Department of Natural Resource's' Electronic Document Imaging System, which <br />corresponds with the statewide transition to electronic imaging of documents. <br /> <br />The CWCB's purpose of acquiring an imaging sysh:m was (1) to make information easily accessible <br />to staff and the public, and (2) to minimize the amount of office space required to store paper records. <br /> <br />With the original funds, the CWCB purchased at\d installed the necessary hardware and software, <br />contracted for customized programming, and began preparing and scanning approximately 500,000 <br />docmnents.
