It is anticipated the study will be <br />completed in late 2003, or perhaps 2004, depending on water availability. <br /> <br />31. <br /> <br />Arkansas Well Measurement Program <br />Authorization: SB 99-173 <br />Water Source: Arkansas River and Colorado River <br />Location: Fremont, Pueblo, Otero, Bent, Prowers, <br />Crowley - Prowers <br /> <br />Grant Amount: $25,000 <br />Project Type: Cooperative Study <br />Managers: Randy Seaholm / Steve Miller <br /> <br />This project is being conducted by an enterprise created by the Southeastern Colorado Water <br />Conservancy District [SECWCD] in conjunction with municipal and agricultural water users with its service <br />area. <br /> <br />The following phases have been completed with financial assistance from the CWCB using <br />severance tax funds: <br /> <br />1) Phase I, the initial Needs Assessment, CWCB contribution $75,000. Analysis of future water <br />supply and storage needs in the lower Arkansas basin [Buena Vista to Lamar] <br />2) Phase 2A, Preferred Storage Options Plan [PSOP], CWCB contribution $25,000. Quantification <br />of needed storage space and a selection of a1tematives for meeting these needs. <br /> <br />The additional $25,000 grant provided by SB99-173 from the construction fund will be used to <br />further develop a component of the PSOP [Phase 2B] that addresses potential recreation and land use issues <br />in Lake County that should be resolved prior to, or as part of, the enlargement of Turquoise and Twin Lakes <br />Reservoirs. Last year it had been proposed that this money be used to examine in more detail issues <br />surrounding agricultural to urban water rights transfers and a District water bank or management account at <br />Pueblo Reservoir as part of the PSOP. That work has already beeu completed using other district resources. <br />The District and Lake County have begun drafting an intergovernmental agreement and a draft General <br />Scope of Work for the study has been prepared. A grant contract between the District and CWCB for our <br />financial participation in this work will be executed this summer, and the Recreation Study should be <br />completed sometime in 2003. <br /> <br />32. Rio Grande Water Conservation District - Rio Grande Proiect Operations Assessment <br />Authorization: lID 95-1155 Grant Amount: $75,000 <br />Water Source: Rio Grande River Project Type: Project Operations Assessment <br />Location: Rio Grande Project Area, Project Managers: Jencsok / Seaholm <br />New Mexico & Texas <br />This assessment is a joint project with the RGWCD and other water users in the San Luis Valley. <br />It involves investigations into the operations of the Rio Grande Project in New Mexico and Texas. The <br />operation of this Project impacts storage levels in Elephant Butte Reservoir, which is critical to the <br />detennining the accumulation of storage debits and credits in the reservoir and subsequently how much <br />water is available to Colorado under the Rio Grande Compact. This investigation was initiated in 1995 <br />aud has subsequently been placed on temporary hold as a result of subsequent litigation that has been <br />initiated concerning the Project and endangered species in the Lower Rio Grande. Approximately two- <br />thirds of the budget has been expended with the balance currently being held in reserve for completion of <br />the investigation at an appropriate time. <br /> <br />Page 17 of31 <br />
