"Is there a second to that motion?"

"I'll second it."

"It has been regularly moved and seconded
that we approve the Constitution and By-Laws
of the Southwest Water Council and recommend to
the Governor the membership of the State of
Colorado in that body. Any further discussion?
All those in favor will signify by saying 'aye';
opposed - it is ordered carried."

"Did you say he wanted recommendations as
to the members from Colorado?"

"Yes."

"Would those representatives be from the
Colorado Basin or from the state?"

"I think they would be from the state.
Three of them, did you say, Kuip?"

"Yes. I would like to suggest that someone
from the staff of the Water Board be one member;
that someone from west of the Continental Divide
be another; and someone from east of the Conti-
nental Divide be another. which would constitute
the three members from the State. Probably the
one from the Water Board should be designated
as the voting member for the state."

"Dpes anyone have any ideas on that? Two
members don't necessarily have to be members of
the Water Board."

logical person to be the voting member."

"Does that have to be in the recommendation
to the Governor?"
