STAPLETON: <br /> <br />JUDGE CONOUR: <br /> <br />Colorado River Storage Project and participating <br />projects, these two states from the upper basin <br />have received all the benefits they are going to <br />get. The water has been split up and they are <br />assured of their shares. Their projects have <br />been determined. They are assured of their <br />projects. The only place that they can get any <br />more water, or any more projects, are out of the <br />lower basin. So, as Ray pointed out, while they <br />are members in both the upper and lower basin, <br />their future in the upper basin is assured and <br />their future in the lower basin is still open. <br />Without being unduly critical, I think they have <br />got all they can get out of us, they get most <br />of our water, and if it's in their interest to <br />cut our throat now, working with the lower basin, <br />I don't think they'd hesitate five minutes to do <br />it but we can stop them with this." <br /> <br />"There's nobody involved in the picture, I <br />take it, that's organizing this to get a job and <br />that sort of thing? By no trade association?" <br /> <br />"No, sir. II <br /> <br />"Well, I just think it's a pretty loose <br />organization. I don't mind a go at it if we <br />can't get out of it but I'm surprised that they <br />don't have minutes, I take it, or agendas or <br />anything else." <br /> <br />"They do have an agenda and I think a copy <br />of the minutes and agenda of one meeting were <br />mailed out with the initial mailing of this Con- <br />stitution and By-Laws to you. perhaps I should <br />have brought one to this meeting. I came here <br />on the assumption that with the previous mailing <br />everyone would be familiar with it." <br /> <br />"We were as familiar with it as you were. <br />Well now, what's the pleasure of the Board?" <br /> <br />"Mr. Chairman, I move that we approve the <br />Constitution and By-Laws of the Southwest Water <br />Council and so advise the Governor and recommend <br />our membership in the Council." <br />
